Yes, they are.

      Did you know that Japanese banks usually charge you fees for the following:
- ATM withdrawals outside regular banking hours.
- Withdrawals using ATMs at other banks.

Yes, you can.FREE withdrawal at the following convenience store ATMs, 24/365 days

    Seven Bank ATMs located mainly in Seven-Eleven stores. LAWSON ATMs located mainly in LAWSON stores.

Aeon ATM (located in MINISTOP stores etc).

Q: Can I withdraw cash from overseas ATMs ? Back to Questions
Yes, you can.


      How it works:
You can make withdrawals at overseas ATMs. Withdrawals will be automatically converted to the local foreign currency from your PowerFlex Yen savings account.
      Withdrawals:
In some cases, there will be charge for the use of some cash dispensers and ATMs.
      Exchange rates:
The exchange rate for the overseas withdrawal will be based on that applied by Visa Worldwide, with a 4% fee added.

ATMs which can be used:
more than 2.3 million ATMs worldwide displaying the VISA or PLUS symbol.
 
* Please note that overseas ATM withdrawal limit set to JPY 0 as a default setting. Therefore you are not able to use foreign ATM unless you raise the withdrawal limit. The daily withdrawal limit can be changed through Shinsei PowerDirect or call center.

Q: How do I change my maximum ATM withdrawal amount? Back to Questions
PowerFlex account customers can change their maximum daily ATM withdrawal amount via the following:
 
     Shinsei PowerDirect (24 hours a day, 365 days a year online banking)
     Shinsei PowerCall (24 hours a day, 365 days a year telephone banking) 1
     At a Shinsei Financial Center
 
Your maximum withdrawal amount will be changed once processing has been completed.
 
1. Please note: To ensure the security of your account, when you telephone to change your maximum withdrawal amount, we may ask you a few questions to confirm your identity as the account holder.

    Daily ATM withdrawal limit
Maximum ATM withdrawal amounts can be set within the given range for each channel.Maximum amounts must be preset in units of 10,000 yen.

    How to change your maximum daily ATM withdrawal amount online using Shinsei PowerDirect
From Customer Support menu, please choose "Change Limits".
For your security, we recommend that you register for the e-mail alert service via Shinsei PowerDirect. An e-mail notifying you of your ATM withdrawal / J-Debit limit change will be sent to your registered e-mail address.
