You can open an account using one of the following three: the Internet, a phone call, or a visit to one of our branches. Please choose the most convenient method for you. ID confirmation is necessary.

  You will need your ID. If you are registering with a seal/stamp, you will need to bring it with you, unless you are registering using your signature. Please note that the Bank will not return the IDs you have submitted.

 Individual customers living in Japan are eligible to open PowerFlex accounts.
A customer can open 1 account only under his / her name.
Corporate customers will not be able to open this type of account.
* Please note that foreign citizens who will leave Japan (nonresidents of Japan) are required to close their account.

  It will take between 5 days and one week, depending on the day you place the order is placed.
Also, please note that it may take longer during busy periods such as campaign periods when we receive far more applications than usual for opening accounts.

  By mail, it will take between 10 days and 2 weeks for you to receive the cash card after you post the application form. Also, please note that it may take longer during busy periods such as campaign periods when we receive far more applications than usual for opening accounts.

If you visit us at one of our branches, it is possible to open an account on the same day; however, please note that depending on the kind of ID you bring, the cash card may have to be sent to you through the post.

Q: Can a corporation open a PowerFlex account? [Back to Questions]

  Unfortunately, no. PowerFlex accounts are exclusively for individual customers.

Q: I want to open an account for my family. What should I do?[Back to Questions]

  It is only possible to open an account for immediate family members. You will be able to open an account at one of the branches, as long as you have proof of identity for the account holder, and a proof of identity that indicates the kinship in the first degree between you and the account holder.
You will not be able to open an account for your brothers, sisters or grandchildren, as they are relatives in the second degree.
Please note that this procedure is only to open an account to represent your family and is not the same as opening a joint account.

Q: Can I open an account when the address on my proof of identity is different from the present one?[Back to Questions]

 The address on your proof of identity must be the same as your present address. Please open an account after you have made the necessary changes of address on your proof of identity.

Q: I want all my mail such as my cash card to be sent to a different address from the one which I have registered. [Back to Questions]

  Unfortunately, it cannot be arranged as your registered address serves as customer identification.

If you decide to open an account through the post, it will be a 4-digit number sent to you by Shinsei Bank.You can continue using this number, but if you wish to change it, please contact 0120 456 007 (24-hour service).

If you visit one of our branches, you can pick a 4-digit number of your choice. However, if we are sending you the cash card, it will be a 4-digit number chosen you by Shinsei Bank.
