To open an account by mail

To open an account by mail, please enclose all the necessary documents in an envelope and post it to the bank. Please note that we do not return the account application forms or identification documents once they are submitted.

Who can open an account?

You must be a resident of Japan with a contact phone number* to confirm the details of your account application form.

  • The" contact phone number" must be your own phone number. The phone number at your workplace or someone else's phone number is not acceptable.
  • Account opening requests by foreign politically exposed persons will be accepted at branches only.

Ineligibilities

- Non-residents of Japan
- "Period of Stay" on the Residence card is less than 1 year.

- Name of corporation
- Post office box address

Step 1: Request a Starter Kit

Request a Starter Kit online or contact Shinsei PowerCall (toll-free number inside Japan: 0120-456-860). Available 24 hours a day, 365 days a year in English.
Account application forms and brochures are in English. Furthermore, the call center staff can assist you in English.

Step 2: Fill in the account application form

Here is a checklist when filling out your application form.

1  Write the exact name that appears on your ID.

- if you have a middle name on your ID, you are required put it down. If not, you must not put it down. If it is different from your ID, you will be asked to resubmit your application form.

- If written in Chinese characters, please also provide your name in Roman letters.

Shinsei Bank shall not be held responsible for any damages caused by misidentification as long as it has confirmed identity of the name excluding the middle name despite its register in this form.

2  Date of birth must be the same as the date shown on your identification documents.

3  Address must be the same as on your identification documents, and must be your current place of residence.
Please do not forget to fill in your postcode and house or apartment number

4  Please be sure to provide your primary email address.
Without an email address, written account statements will be sent the following month if a transaction is made.

5  Please tick the appropriate box.
If "Other", please specify. If any of the boxes are left blank, the application will not be accepted.

6  Fill in the color number of cash card* corresponding to the Shinsei PowerFlex Account Guide enclosed with the Starter Kit or click here.

  • If this field is left blank, you will automatically receive the color Big Sky (color number: 001).

7  If you provide a signature1, it is imperative to remember it exactly. Therefore, make sure it is a signature you can execute again in the future, and it is advisable to use your full name (i.e., what is on your identification documents).

8  If you provide a personal seal2, stamp it ONLY ONCE, and CLEARLY INSIDE the box. The following examples are not acceptable.

  • Name, address, date of birth and card number must be clear and legible.
  • The name spelling and address on the account application form must be the same as on your certificate or card.

  • A copy is not accepted.
  • It must be issued within the past 6 months. Please confirm that the issued date falls within this time period and printed on the bills.
  • Bills must have both name and address, and must be the same as on [A]. Should it differ, the bills would not be considered as acceptable identification.
  • Neither a letter of nonpayment nor delinquent bills are available.
  • If you are not able to submit a utility bill, please send an original copy (not photocopy) of a residence certificate (juminhyo).

Step 4: Enclose all the necessary documents in an envelope and post it to the Bank

Check list before you post

Step 5: Welcome Kit, cash card and PIN will be sent separately to the registered address

Welcome Kit, cash card and PIN will be sent separately. Cash card are sent as Simple Registered mail (Kani kakitome), and PIN are sent as Acceptance-recorded mail ("Tokutei kiroku yubin”). For security reasons, they may arrive on different days.
(The cash card may not be embossed with your full name due to limits on number of letters.)

Note: Simple Registered mail (Kani kakitome)and Acceptance-recorded mail ("Tokutei kiroku yubin”) are a mail services that records the delivery. If the mail is delivered during your absence, it will be sent back to the post office. Please use the link below for further information.

Step 6: Start using the account

Make a deposit and start using the account. Any of the following ATMs are capable of depositing money into your account.
